ANIMAL HEALTH AND EXHIBITOR RULES AND REGULATIONS

ANIMAL HEALTH RULES ARE SET FORTH BY THE PENNSYLVANIA DEPARTMENT OF AGRICULTURE AND MUST BE ADHERED TO
PENNSYLVANIA CAMELID, LLAMA, AND ALPACA REQUIREMENTS
A Certificate of Veterinary Inspection (CVI) issued within the 30 days prior to the opening date of the exhibition is required.
1. All animals must be free of infectious and contagious diseases and a statement of this is required on the CVI (the statement is pre-printed on the CVI). Animals appearing unhealthy upon arrival may not enter the exhibition grounds.
2. An Animal Owneror Caretaker’s Verification of Veterinarian-Client-Patient Relationship (VCPR) form must accompany each animal, and must be presented upon arrival at the exhibition.
3. Individual official animal identification is required. Official ID includes:
A. An ISO-compliant RFID tag; or
B. A State-Registered tattoo; or
C. An electronic implant device (the exhibitor must supply a reader); or
D. An official state-issued metal ear tag.
OUT OF STATE CAMELID, LLAMA, AND ALPACA REQUIREMENTS

CAMBRIA COUNTY FAIR LLAMA AND ALPACA REQUIREMENTS
To be eligible for premiums, exhibitors must be members of a Cambria County 4-H Alpaca Club, organized under the supervision of Penn State Extension Service.
1. All Alpaca are required to be in the assigned pens, in the Sheep Barn, by Sunday at 12:00 noon.
2. Alpacas must be 6 months or older and identified by one of the following: brand, eartag, ear/tail tattoo, microchip (a device reader shall be provided by the exhibitor), or photo copy of animal registration certificate showing registration number and photograph of the animal.
3. All Alpacas shall be accompanied by a Certificate of Veterinary Inspection issued within 30 days prior to the opening date of exhibition, stating “the flock or origin was inspected and found to be free from symptoms of infectious or contagious disease.” A Veterinarian-Client-Patient Relationship from must accompany the health certificate upon arrival at the fairgrounds. 4. Bedding must be provided by the exhibitor. Hay and straw bedding are acceptable, with the exception of Rye straw.
5. All 4-H exhibitors must abide by the Substitute showman rule explained at the beginning of Department 10.
6. Alpacas will not be sold through the 4-H Livestock sale.
7. Good Housekeeping: Exhibitors who maintain the most attractive and sanitary exhibits will be eligible. Scoring will be based on:
A Cleanliness of animals 15 Points
A. Cleanliness of Bedding 15 Points
B. Entry Card and Ribbons Won, Properly Displayed 20 Points
C. Keeping Hay and Feed Presentable 10 Points
D. Keeping All Equipment Sanitary and Neat 10 Points
E. Keeping Aisles Clean 15 Points
F. Courtesy to People 15 Points
9. Alpacas will not be released until 5:00 PM on Saturday. Permission to leave on Thursday might will only be granted if the leased animals have a legitimate event that they will be attending that requires early dismissal. A written explanation must be submitted to the Barn Superintendent/Fair Board at the time of check in on Sunday, or prior to the opening of the Fair. The explanation should include reason for early departure and names of those exhibitors who have charge of the leased animals at the Fair. The Fair Board will review the request and make the final decision.
10. Stall Decorations: Pens must be decorated to be eligible. Pens may be shared by several exhibitors; therefore we suggest that exhibitors collaborate on overall theme. Individual exhibitors will be scored on their addition to the theme and form of animal identification, remember to keep the safety of the animals in mind when hanging decorations and be sure not to obstruct the view of your animals from the public. Stall will be scored on:
1. Creativity
2. Neatness
3. Safely displayed
4. Informative (identifies the animal and the exhibitor.
Judging will be unannounced and prizes will be awarded mid-week.
11. Poster Contest: the exhibitor must have completed the required poster for the 4-H project to be eligible.
The poster may be done on poster board size 22 x 28, 11 x 14, 8 ½ x 11, and may use markers, paint, crayons, chalk, computer art, or pen and ink. Scoring will be on stopping power, interest, convincing, and correct information. Name and age of exhibitor must be printed on the back of the poster. All posters are due to the Fair Office, or 4-H leader by August 28th. Judging will take place prior to the Fair and awards will be attached to the posters that will be displayed in the Barn and the Ag. Annex.
12. Showmanship: Cambria County 4-H or FFA members may show an Alpaca in the Showmanship contest provided it has been carried as a project and is owned or leased by the exhibitor. The Substitute Showman rule will be in effect.
13. Stockman: 4-Hand Vocational Alpaca members will enter as individuals. Contestants will complete a management quiz and station skills.
14. Performance: 4-H and Vocational Alpaca members will lead their animals through a course with various obstacles. They will be judged on how well the Alpaca responds to its’s handler and how well it maneuvers through the obstacles.
