ANIMAL HEALTH RULES ARE SET BY THE PENNSYLVANIA DEPARTMENT OF AGRICULTURE AND MUST BE ADHERED TO
PENNSYLVANIA CATTLE REQUIREMENTS
1. A Certificate of Veterinary Inspection (CVI) issued within the 30 days prior to the opening date of the exhibition is required.
2. All animals must be free of infectious and contagious diseases and a statement of this is required on the CVI (the statement is pre-printed on the CVI). Animals appearing unhealthy upon arrival may not enter the exhibition grounds.
3. An animal Owner of Caretaker’s Verification of Veterinarian-Client-Patient Relationship (VCPR) form must accompany each animal, and must be presented upon arrival at the exhibition grounds.
4. Individual official animal identification is required. Official ID’s include:
A. A state-issued metal ear tag
B. An ISO-compliant RFID tag
C. A state-registered tattoo
5. A current rabies vaccination administered by a licensed veterinarian is required for animals 3 months of age and older (market cattle are exempt from this vaccination requirement). All vaccine label directions must be followed, and all rabies vaccinated cattle must be accompanied by a rabies vaccination certificate of the vaccination information must be included on the CVI. If a rabies vaccination certificate is provided, the certificate must contain legible name and contact information of the veterinarian who administered the vaccine and the veterinarian’s signature. A copy of the rabies vaccination certificate is acceptable.
OUT OF STATE CATTLE REQUIREMENTS

CAMBRIA COUNTY FAIR RULES - 4-H and VOCATIONAL and OPEN CLASS
4-H AND VOCATIONAL
1. Exhibitors must be able to keep their animals under control Due to weight variances and weight limits, the Fair will attempt to have an equal number of steers in each weight class. A committee representing show management will observe the handling of all animals both in and out of the show ring and will have the authority to disqualify any exhibitor for unethical practices. In the case of an unruly animal, adult supervision will be provided at ringside for the exhibitor. In any case the exhibitor must remain with the animal. If the animal poses a safety risk to any of the exhibitors or other animals it will be removed from the ring at the discretion of the superintendent/show stewards. This in turn will cause any forfeiture of class placing and the animal will be ineligible to be sold through the livestock sale.
Any Special Needs exhibitor will be permitted assistance in the show ring/sale from a parent, 4-H’er or designated adult.
2. Steers will be weighed Monday Morning at 7:00 a.m. For class purposes. All exhibitors are responsible for getting their steers on the scale at weigh time,
3. No contestant may enter more than 2 animals (both may be sold). Steers will be sold at the Junior Livestock Sale. Champion and Reserve Champion must be sold. Any questions concerning any exhibitor’s eligibility to show during the Fair must be expressed to the an Extension Agent prior to the Fair or on Sunday of Fair week. This is the only time you may question an exhibitor’s eligibility to show in a livestock show during the week of Fair. The question will be resolved promptly by examining the 4-H clubs Organizational sheets and /or the Secretary’s Book.
4. Junior Market Steers will not be eligible to show in the Open Market Steer Show.
5. A suitable ½ inch rope halter must be left on any steer sold through the sale until the animal is loaded out.
6. Exhibitors will be charged a commission of 2% of gross sales per head, for animals sold through the sale, to be used for advertising and other sale expenses. The Pennsylvania Beef Council check-off of $1.00 per head will also be deducted.
7. Following the market show, members are required to inform the Extension Staff of animal (s) not to be catalogued for the sale. Failure to comply will result in the animal (s) being sold through the Livestock Auction.
8. Because of limited space and to ensure equal access to the steer washing facilities, grooming chutes are not permitted in the Beef Barn wash rack. Each exhibitor may enter 2 Steers, 2 Dairy Beef, and 2 Veal Calves. All animals will be sold during the 4-H Livestock Sale. Grand champion and Reserve Grand Champion MUST be sold at the Livestock Sale. Any animal entered in the Livestock Show or Sale shall not receive any treatment with drugs or biologics within the withdrawal time prior to slaughter. Withdrawal times for drugs and biologics are stated on the directions for use. Label directions must be followed at all times. If upon slaughter, a recent treatment with drugs or biologics is found to have been administered prior to the sale and the treatment is the cause of condemnation of a carcass, the loss of the carcass will be borne by the exhibitor. In order to make a desirable appearance at the main Beef Show, the Cambria County Fair requires all steers to be fitted in a modern day fashion to be determined by the Beef Superintendent.
9. Each exhibitor is responsible for the care of their animal(s) until the animal(s) is loaded out. Each Exhibitor is responsible for keeping stalls clean with fresh bedding and all animals must be well groomed at all times.
10. Each exhibitor or a representative of the exhibitor must be present, and is responsible for loading their animal when picked up by the buyer.
11. County Bred Classes: The animal must be born and raised in Cambria County. The Dam must be owned by a person residing in Cambria County.
12. Stockman Contest: Any 4-H or Vocational member may participate provided they are enrolled in the Project. The contest will contain 5 - 6 stations for the youth to work through. The stations will be worth 50 points each and consist of the following: Feed Identification, Quality Assurance, Management, Equipment Identification, Meats Identification and Fitting Skills. The exhibitor may earn 50 points per station.
13. Showmanship Contest: 4-H or Vocational members may show an animal provided it has been carried as a project and is owned by the exhibitor.
14. Dairy Veal: All Veal should be fed the special veal high fat milk replacer or whole milk. Classes will be divided as equally as possible into Light, Middle and Heavy Weight Classes. It is suggested calves weigh over 180 pounds. There is no maximum weight limit. All Veal calves must be of a Dairy Breed not a Beef Dairy Cross. The Exhibitor must have all animals listed for competition on the Fairgrounds by Sunday 12:00 Noon. No contestant may enter more that 2 calves. Both animals may be sold. Both Champion and Reserve Champion must be sold at the Junior Livestock Sale.
15. Dairy Beef:
A. Project animal(s) must be born between February 15 and April 15 of the current year.
B. Animal(s) must be castrated and dehorned by June 15. Calf horns must be 1 inch in height or less and healed to be eligible to show.
C. Animal(s) must be fitted as a Beef of Dairy Veal.
D. Exhibitors must have all animals listed for competition on the Fairgrounds by 12:00 Noon, Sunday.
Weigh-In on Sunday will be approximately 4:30 p.m.
E. All exhibitors are responsible for getting their calves on the scale at weigh time. There is no minimum or maximum weight (350-650 lbs. Is suggested).
F. Classes will be determined according to weight. Dairy Beef weights will be divided as evenly as possible. All calves MUST BE 100% Brown Swiss or Holstein Bull Calves (Black & White or Red & White).
G. Calves shown in the Junior Show (4-H & FFA) are not eligible for the Open Class Show
OPEN CLASS
16. Joint ownership is considered to be one owner in accordance with registration papers.
17. When in an exhibition in the ring, each animal must be under halter and held under control by the owner or the owner’s representative.
18. Health papers and animal will be checked and regulations will be enforced.
19. Manure must be dumped at the designated pit areas.
20. Market Steers: Crossbred Steers shall be classified according to the Breed of the Sire. Steers shown in the Junior Class 4-H and Vocational are not eligible for Open Class Market Steers.
21. Open Class Dairy Beef Judging is Wednesday following the Junior Dairy Beef Show.
22. Barn Awards: Cattle exhibitors who maintain the most attractive and sanitary exhibits will be eligible for special premiums. Beef and Veal are not judged separate.
23. There is no limit to the number of animals an exhibitor may show in Open Class Providing Barn space is available.
