2013 PENNSYLVANIA DEPARTMENT OF AG. ANIMAL HEALTH REQUIREMENTS
PENNSYLVANIA CATTLE:
- A Certificate of Veterinary Inspection (CVI) issued after May 1, 2013 is required (4-H Requirement is 30 days Prior to the opening of Fair).
- All Livestock will be inspected before entering the Barns. No animal showing evidence of contagious, infectious, or external parasitic disease shall be allowed entrance into the Barn/Show.
- An Animal Owner or Caretaker’s Verification of Veterinarian-Client-Patient Relationship (VCPR) form must accompany each animal, and must be presented upon arrival at the exhibition.
- Individual official animal identification is required. Official ID includes:
· A USDA-issued metal eartag; or
· A breed registration tattoo if the tattoo is legible and the animal is accompanied by a copy of the registration certificate; or
· A breed registration eartag if the animal is accompanied by a copy of the registration certificate; or
· An ISO-compliant 15-digit eartag (including RFID).
- A current rabies vaccination administered by a licensed veterinarian is required for animals 3 months of age and older (market cattle are exempt from this vaccination requirement). All vaccine label directions must be followed, and all rabies vaccinated cattle must be accompanied by a rabies vaccination certificate or the vaccination information must be included on the CVI. If a rabies vaccination certificate is provided, the certificate must contain legible name and contact information of the veterinarian who administered the vaccine and the veterinarian’s signature. A copy of the rabies vaccination certificate is acceptable.
OUT OF STATE CATTLE:
- A Certificate of Veterinary Inspection (CVI) issued within the 60 days prior to the opening date of the exhibition is required. The CVI shall include a statement verifying that “all animals identified on this certificate of veterinary inspection have been examined and found to be free form Vesicular Stomatitis (VS). During the past 90 days, these animals have neither been exposed to VS nor located within 10 miles of a site where VS has been diagnosed.”
- All animals must be free of infectious and contagious diseases and a statement of this is required on the CVI (the Statement is Pre-printed on the CVI).

- Brucellosis Requirements:
· No test is required for exhibition animals which originate from a Brucellosis-free state or are members of a Certified Brucellosis-free Herd.
· Test eligible animals (unvaccinated animals over 8 months (269 days of age) and all animals over 124 months (449 days of age) originating from Brucellosis Class A, B and C states shall be Brucellosis test negative within 60 days of the opening date of the show. The negative test results and date of test must be included on the CVI or the animal must be accompanied by a negative laboratory test report (a copy of the lab report is acceptable).
- An approved laboratory in the state of origin or Canada shall conduct an official blood test for brucellosis, and the imported test-eligible animals shall be negative to one of the following approved tests:
· Buffered Acid Plate Antigen Test (BAPA)
· Standard Tube Agglutination Test. The imported animals shall be negative in the 1:50 dilution.
· Official Card Test
- Tuberculosis Requirements:
· No test is required for animals originating from “Accredited Free” states or zones.
· All animals originating from states or zones designated “Modified Accredited Advanced” must be test negative within the 60 days prior to the date of importation. The negative test results and date of test must be included on the CVI or the animal must be accompanied by a negative test report (a copy of the original report is acceptable).
· All animals originating from states or zones designated “Modified Accredited” must originate from herds in which all animals 12 months of age and older are test negative within the 12 months prior to the date of importation: and the animals to be imported are test negative within the 60 days prior to the date of importation and at least 60 days after the negative whole herd test. The negative test results and date of test must be included on the CVI or the animal must be accompanied by a negative test report (a copy of the original test report is acceptable).
CAMBRIA COUNTY FAIR:
- New Procedures Regarding Grooming Chutes:
· Due to space limitations and safety concerns, use of grooming chutes in the Beef Barn will be limited to the following times:
i. Grooming Chutes may be brought into the Beef Barn after Fair Closing on Monday evening (Labor Day) and must be removed immediately following the judging on Wednesday.
ii. Grooming Chutes may also be used for special events ie: fitting competitions.
iii. Grand Champion and Reserve animals are to be fitted for the sale; therefore use of the Grooming Chutes for these animals will be permitted on Thursday prior to the sale.
- Exhibitors must be able to keep animals under control at all times. A committee representing Show Management will observe the handling of all animals, both in and out of the Show Ring and will have the authority to disqualify any exhibitor for unethical prectices. If an animal poses a safety risk at any time to any spectator, exhibitor or other animals it will be removed at the discretion of the Superintendent/Show Stewards. This will result in the forfeiture of all placings and class premiums.
- Any unused feed or feeding utensils, hay or bedding must be kept out of sight at all times.
- Due to the number of animals involved, weight variances and weight limits, the Fair will ATTEMPT to have an equal number of animals in each weight class.
- Steers will be weighed at check-in. All exhibitors are responsible for getting their animals on the scale at weigh time.
- Following the Junior Livestock Sale, no animals will be released between 12:00 Midnight and 6:00 am.
- Because of limited space and to ensure equal access to the Beef Barn washing facilities, grooming chutes are NOT PERMITTED on the Beef Barn wash rack.
- In order to make a desirable appearance at the Beef Show all Beef Cattle and Dairy Beef should to be fitted in a modern day fashion. To be determined by the Beef Superintendent.
- Each exhibitor is responsible for keeping stalls clean with fresh bedding and all animals must be well groomed at all times.
- Each Exhibitor must provide their own bedding.
- PORTABLE GENERATORS – THE USE OF PORTABLE GENERATORS IS PROHIBITED.
- Joint ownership is considered to be one owner in accordance with registration papers.
- Animals must be under halter while being shown and controlled by the owner or the owner’s representative.
- Health papers and animals will be checked and regulations will be enforced.
- Cross Bred Steers shall be classified according to the Breed of the Sire. Steers shown in the 4-H classes are not eligible to be shown in the Open Class
- Open Class Beef Judging is Wednesday following the 4-H Beef Show.
- Open Class Dairy Beef Judging is Wednesday following the 4-H Dairy Beef Show.
- The minimum weight for Open Class Dairy Beef is 400 Lbs. The calves must be 100% Holstein Bull Calves and have been castrated on or before June 15.
- There is no limit to the number of animals an exhibitor may show in Open Class providing barn space is available.
PA CATTLE - No tuberculosis test is required. No Brucellosis test is required.
- 4-H VACCINATION REQUIREMENTS

Dairy Beef include a health certificate, signed by an accredited veterinarian, that includes a statement that the animal(s) identified have been immunized against IBR, PI3, and BVD.

Animals that have never been vaccinated against BVD or have not been vaccinated against BVD during the previous 12 months, must receive one dose of modified live virus vaccine given at least 21 days, and not more than 180 days before the show, or two doses of killed vaccine, two to four weeks apart, with the last dose given at least 15 days and not more than 180 days before the show.

Animals that have been vaccinated against BVD within the previous 12 months must receive at least a single injection of modified live virus or killed vaccine given not less than 15 days and not more than 180 days before the show.
IMPORTANT!
The date of the last live virus vaccination, or the dates of the last two killed virus vaccinations must be recorded on the Health Certificate. Hyperimmune serum may not be used as a substitute for the above vaccination requirement.
2012 SPECIFIC SPECIES RULES
4-H STEERS
1) Exhibitors must have project animals tagged and registered with the proper identification (Cambria County 4-H ear tag). Registration forms complete with tag number and 2 leader signatures are due to the Extension Office by July 15 (4:00pm) preceding the fair. Late registrations will not be accepted. If you wish to show in the County bred market class, you are required to have the signature of the breeder on your registration form, or a copy of a signed sales receipt attached to the registration form. *County Bred requirements will be that the animal must be born and raised in the county. The dam must be owned by a person residing in Cambria County.
2) Project animals must be born during the calendar year prior to the show/fair.
3) Horns must be less than 1” in height and healed.
4) All animals must be on the grounds by 6:00 p.m. on the first Saturday of fair week.
5) There is no minimum or maximum weight. Classes will be determined according to weight. Steers weights will be divided as evenly as possible.
6) A suitable 1/2 inch rope halter must be left on any steer sold through the sale until the animal is loaded out. Care of the animal(s) will remain the responsibility of the exhibitor until the animal(s) leave the fairgrounds.
7) County Bred Class will be held following the regular show.
4-H DAIRY BEEF
1) Exhibitors must have project animals tagged and registered with the proper identification (Cambria County 4-H ear tag). Registration forms complete with tag number and 2 leader signatures are due to the Extension Office by April 1 (4:00pm) preceding the fair. Late registrations will not be accepted. You are required to have the signature of the breeder on your registration form, or a copy of a signed sales receipt attached to the registration form.
2) The animal must be 100% Red & White, Black & White Holstein or Brown Swiss steer.
3) Dairy Beef must be a steer, no heifers.
4) Project animals must be born between January 15 and March 15 of the current year.
5) Animals must be castrated and dehorned by June 1st. Horns must be less than 1” in height and healed.
6) There is no minimum or maximum weight (450-700 pounds is suggested).
7) Classes will be determined according to weight. Dairy Beef weights will be divided as evenly as possible.
8) Animals may be fitted as a Beef or a Dairy Veal.

4-H VEAL CALVES
1) Exhibitors must have project animals tagged and registered with the proper identification (Cambria County 4-H ear tag). Registration forms complete with tag number and 2 leader signatures are due to the Extension Office by July 15 (4:00pm) preceding the fair. Late registrations will not be accepted.
2) Project animal must be born Between May 1 and June 30 of the current year.
3) All veal calves should be fed the special veal high fat milk replacer or whole milk *ONLY! NO GRASS, HAY OR GRAIN
4) All veal calves must be of a dairy breed, not a beef-dairy cross.
5) The minimum veal calf weight is 180 pounds. There is no maximum weight limit for veal calves. Any calf that is underweight is eligible to show in the showmanship class. They are not eligible for the livestock sale.
6) Animals must be clean.
