ANIMAL HEALTH RULES ARE SET FORTH BY THE PENNSYLVANIA DEPARTMENT OF AGRICULTURE AND MUST BE ADHERED TO
PENNSYLVANIA POULTRY REQUIREMENTS
1. ALL Pennsylvania poultry, waterfowl, upland game birds, and pigeons entering an exhibition must bear a unique individual identification leg band (official state-issued leg bands are not required). Ratites must be identified with a neck band or an electronic implant device (the exhibitor must supply a reader).
2. An owner-endorsed health certificate must accompany all Pennsylvania poultry, waterfowl, upland game birds, ratites, and pigeons, and must include the following:
a. Name and location of exhibition; and
b. Name, address, and telephone number of the owner; and
c. A statement that their entries and their flock or origin are free of evidence of contagious diseases; and
d. Owner signature and date of that signature; and
e. Verification of testing for A1 Pullorum.
3. All animals must be free of infectious and contagious diseases. Animals appearing unhealthy upon arrival may not enter the exhibition grounds.
4. Avian Influenza Clean Testing and Verification (all samples must be collected by a Certified Poultry Technical or an Accredited Veterinarian):
All poultry, waterfowl, upland game birds, and ratites, (pigeons excluded) for exhibition must originate from a flock in good standing in the Pennsylvania Avian Influenza Monitored Flock program or from a flock in good standing in the NPIP Avian Influenza Clean program.
OR
The birds must originate from a flock in which a minimum of 30 birds, 3 weeks of age or older, were tested negative for avian influenza within the 6 months prior to opening date of the exhibition and the birds are accompanied by the test report. If there are fewer than 30 birds in the flock, test all birds. For waterfowl, cloacal swab samples must be collected for testing, and the swabs must be tested using virus isolation techniques.
5. Pullorum-Typhoid Clean Testing and Verification (pigeons and waterfowl excluded). (All samples must be collected by a Certified Poultry Technician or an Accredited Veterinarian).
All Poultry, upland game birds, and ratites (pigeons and waterfowl excluded) must originate from a flock in good standing in the NPIP Pullorum-Typhoid Clean Program or from a flock in good standing in the PA Pullorum Equivalent Program.
OR
Individual birds (pigeons and waterfowl excluded) for exhibition must have had a negative Pullorum-Typhoid test within the 90 days prior to the opening date of the exhibition. The following age restrictions apply to comply with NPIP standards;
A. Chickens shall be tested at 4 months of age or older.
B. Turkeys shall be tested at 12 weeks of age or older
C. Game birds shall be tested at 4 months of age or older, or upon sexual maturity, whichever comes first.
D. Ratites shall be tested at 12 months of age or older.
E. All birds not meeting these age restrictions are exempt from pullorum testing requirements.
OUT OF STATE REQUIREMENTS

2. An owner-endorsed health certificate must accompany all out of state poultry, waterfowl, upland game birds, ratites and pigeons, and must include the following:
A. Name and location of exhibit; and
B. Name, address, and telephone number of the owner; and
C. A statement that their entries and their flock of origin are free of evidence of contagious diseases; and
D. Owner signature and date of that signature; and
E. Verification of testing for A1 and Pullorum.
3. All animals must be free if infectious and contagious diseases. Animals appearing unhealthy upon arrival may not enter the exhibition grounds.
4. Avian Influenza Clean Testing and Verification (all samples must be collected by a Certified Poultry Technician on an Accredited Veterinarian): Poultry, waterfowl, upland game birds and ratites (pigeons excluded) shall only be allowed into the Commonwealth and the exhibition after meeting one of the following requirements:
A. The birds originate from a flock in good standing in the NPIP Avian Influenza Clean program and the shipment is accompanied by a USDA form 9-3 or equivalent form;
OR
B. The birds originate from a flock that participate in an equivalent avian influenza monitoring program and the shipment is accompanied by a document from the state, nation, or province of origin indicating participation;
OR
C. the birds originate from a flock in which a minimum of 30 birds, 3 weeks of age or older, were tested negative for avian influenza within the 30 days prior to opening date of the exhibition and the birds are accompanied by the test report. If there are fewer than 30 birds in the flock, test all birds. For waterfowl, cloacal swab samples must be collected for testing, and the swabs must be tested using virus isolation techniques.

OR
Individual birds (pigeons and waterfowl excluded) for exhibition must have had a negative Pullorum-Typhoid test within the 90 days prior to the opening date of the exhibition. The following age restrictions apply to comply with NPIP standards;

CAMBRIA COUNTY FAIR REQUIREMENTS
Skill-A-Thon Judging - Sunday at 9:00 AM
4-H Judging - Sunday at 10:00 AM
Open Class Judging - Immediately Following 4-H
POULTRY EXHIBITORS MUST CONTACT DON SPRINGER FOR ANY BLOOD WORK THAT NEEDS TO BE DONE. THE INITIAL MANDATORY REGISTRATION BLOOD TESTING WILL BE HELD AT THE FAIRGROUNDS ON:
JUNE 28th FROM 1:00 PM to 5:00 PM IN THE AG BUILDING.
All required testing, vaccinations, entry forms, and paperwork will be completed at this time.
ALL SHOW ANIMALS AND SUBSTITUTES MUST BE PRESENT AT THIS TIME.
Owner/Exhibitor need not accompany animals if unable and may send a representative.
1. Check in time is Saturday, September 5, 2009 from 12:00 PM Noon to 6:00 PM. All poultry must be accompanied by an Owner-Endorsed Health Certificate. Flock owners must endorse official certification that all poultry and birds for exhibit originate from flocks free of evidence of contagious diseases. The Superintendent will have the final judgment in resolving any and all disputes as to the health of the birds entered for exhibition.
2. ALL POULTRY for exhibition must bear an Individual Identification Leg Band to be accepted in for competition. Leg Banding will be done at Blood Testing.
3. Check Out time is 5:00 p.m. on Saturday, September 12, 2009, last day of fair.
4. Smoking is prohibited.
5. Entries will be accepted until such time as the cooping capacity is reached.
6. Only properly entered specimens and specimens listed under the conditions of the Fair’s Premium Book will be accepted.
7. Right is reserved to place in one coop more than one bird of the same variety if owned by the same exhibitor.
8. The “American Standard of Perfection” of the American Poultry Association and the “Bantam Standard” of the American Bantam Association will govern poultry judging.
9. Bird may compete for only one prize, except as provided for in special awards.
10. A judge shall not officiate in a class where he has an entry. Collusion between a judge and exhibitor will exclude
11. Birds will be fed, watered, and cared for by the owner unless other arrangements are made. Ducks are to be provided bowls.
12. Entered specimens must be bona fide property of exhibitor. All poultry must be separately cooped and clearly marked as to sex and class.
13. During the continuance of the show, all birds will be examined carefully each day. Birds showing signs of disease will be segregated and properly cared for or returned to the owner at his expense.
14. Substitutions will be permitted until check in date with Superintendents permission, if blood work and banding has been done.
15. The 4-H member must be present at the time of showing or have arrangements for a substitute showman approved, prior to the show, for a valid reason.
16. Only the members of a sanctioned 4-H group, in good standing, with a poultry project, will be eligible to show in the 4-H class.
17. Any 4-H member showing unacceptable behavior toward their or any other project animals will forfeit their awards.
18. All exhibits must have food and water provided at all times. Water fowl and duck exhibits must have a large water bowl supplied by the owner for a proper environment for the bird.
19. Any animal at check in showing evidence of contagious, infectious, or external parasitic diseases will not be admitted to the show.
20. All poultry Must Have: A negative blood test certificate at time of check in along with valid leg band supplied at time of blood testing.
21. All poultry exhibits must be labeled with a 4-H exhibit card to show ownership, sex, class and breed.
22. Please Note: Double Penned Fowl will need to be specified on the.Entry Blank.
23. No contestant may enter more than 3 classes with a maximum of 2 birds per class with the exception of the meat project.
24. For the meat pen or capon class the poultry can be a maximum of 12 weeks old.
25. Meat Pens Will Not be Sold at the livestock sale.
26. Only 1 meat pen project is permitted per exhibitor.
27. Substitute chickens can be used as long as proper leg banding and blood testing has occurred. Notify any substitutions to the barn Superintendent at the time of check-in.
28. Judging decisions will be made according to the “American Standard of Perfection” of the American Poultry Association and the “Bantam Standard” of the American Bantam Association.
29. The Superintendent will have the final judgment in resolving any and all disputes.
