ANIMAL HEALTH RULES ARE SET FORTH BY THE PENNSYLVANIA DEPARTMENT OF AGRICULTURE AND MUST BE ADHERED TO
 
PENNSYLVANIA REQUIREMENTS
1.                   A Certificate of Veterinary Inspection (CVI) issued within the 30 days prior to the opening date of the exhibition is required.
2.                   All animals must be free of infectious and contagious diseases and a statement of this is required on the CVI (the statement is pre-printed on the CVI). Animals appearing unhealthy upon arrival may not enter the exhibition grounds.
3.                   An Animal Owner or Caretaker’s Verification of Veterinarian-Client-Patient Relationship (VCPR) form must accompany each animal, and must be presented upon arrival at the exhibition.
4.                   Individual animal ID is required. ID options include the following:
a.               A form of official ID (herd tattoo in combination with and ear notch; or a state issued metal ear tag; or an ISO -compliant Radio Frequency Identification tag); or
b.              A plastic stamped ear tag.
 
OUT OF STATE REQUIREMENTS

3.                   An Animal Owner or Caretaker’s Verification of Veterinarian-Client-Patient Relationship (VCPR) form must accompany each animal, and must be presented upon arrival at the exhibition.
4.                   Individual official animal identification is required. Official ID includes:
a.                   A herd tattoo in combination with an ear notch; or
b.                  A state issued metal ear tag; or
c.                   An ISO compliant Radio Frequency Identification tag.
5.                   Brucellosis Testing Requirements:
a.                   No brucellosis test is required if the animal originates from a Validated Brucellosis-Free Swine Herd. If from a Validated Herd, the herd number and date of last test must be included on the CVI.
b.                  If not originating from a Validated Herd, out of state swine must be negative to a brucellosis test within the 30 days prior to the opening date of the exhibition and negative results and date of test must be included on the CVI or the animal must be accompanied by a copy of the test report.
6.                   Pseudorabies Testing Requirements:
a.                   No pesudorabies test is required if the animal originates from a Qualified Pseudorabies-negative Swine Herd. A Qualified Pseudoraabies-negative Herd shall not be constsrued to mean every swine herd from a Stage V state, but only those herds in compliance with individual herd testing plans. If from a Qualified Hers, the herd number and date of last test must be included on the CVI or the animal must be accompanied by a copy of the test report.
b.                  If not originating from a Qualified Herd, out of state swine must be negative of a pseudorabies test within the 30 days prior to the opening date of the exhibition and the negative results and date of the test must be included on the CVI or the animal must be accompanied by a copy of the test report.
CAMBRIA COUNTY FAIR REQUIREMENTS
 
1.                   To be eligible for premiums, exhibitors must be a member of a Cambria County 4-H Swine Club, organized under the supervision of the Pennsylvania State University Extension Service, and its County Agents, and must be present and have charge of their animals at the time of judging and sale, or must be a Vocational member in good standing who is enrolled in a full-time Department of Vocational Agriculture at the date of the current Fair.
2.                   All animals must be on the Fairgrounds by 1:00 P.M., Saturday of Fair Week. Weigh-in will take place from 9:00 A.M. to 1:00 P.M. on Saturday. No swine will be unloaded or weighed except for this specific time. Animals will be weighed directly off the truck/trailer by an Extension staff person, Barn Superintendent and designated leader. Animals will be weighed only once. Ear Tag identification will be verified and health papers checked,. Animals will then be permitted in the barn to be placed in their designated pen. Every effort will be made to get the animals off the truck/trailers in a swift manner, however, please be prepared to keep your animals comfortable if warm weather is a factor.
3.                   Minimum weight is 220 pounds; maximum weight is 270 pounds.
4.                   If the animal is over weight or under weight, the exhibitor will be given the option of showing the animal in a special class or taking the animal home.
5.                   Market hogs will be limited to a maximum of 2 per exhibitor. Champion and Reserve Champion must be sold through the livestock sale.
6.                   A commission of 2% of gross sales per head for animals sold through the sale will be collected and used for advertising and other sale expenses. The National Pork Board check-off of .4% of gross sales will also be deducted. If you will be using a substitute showman for the show, you must notify the barn superintendent at check-in.
7.                   In order to compete in purebred classes, market swine must be registered as recognized by their respective breed association. At least three purebred market swine of one breed must be shown for that breed to be shown separately. If only one or two animals of one breed are eligible, they will be shown in the “Other Purebreds” class.
8.                   Purebred classes will be broken into two weight classes, if 18 or more pigs are shown in a breed. Purebred Market Classes: Berkshire, Chester, White, Duroc, Hampshire, Landrace, Poland China, Spotted, Yorkshire, Other Purebreds. There will be 12 Crossbred Classes divided by weights to nearly as possible to have equal numbers of pigs as possible.
9.                   Immediately following the Market Show, members are required to inform the Extension Staff if animal(s) are not to be cataloged for the sale. Failure to comply will result in the animal(s) being sold through the livestock auction.
10.               A committee, representing show management, will observe the handling of all animals both in and out of the show ring and will have the authority to disqualify any exhibitor for unethical practices. In the case of an unruly animal, adult supervision will be provided at ringside for the exhibitor. In any case, the exhibitor must remain with the animal. If the animal poses to be a safety risk to any of the exhibitors or other animals it will be removed from the ring at the discretion of the superintendent/show stewards. This in turn will forfeit any class placing and the animal will be ineligible to be sold through the livestock sale.
11.               All swine over 8 weeks of age must be individually identified by the following: a Cambria County 4-H Livestock Project Eartag.
12.        Upon arrival at the Swine barn scales, ear tag identification will be verified, health papers checked and Veterinary-Patient-Client Relationship paper turned into the Barn Superintendent.
13.               Swine will be weighed on certified scales at the grounds by an Extension agent, Barn Superintendent, and designated leader. Animals will only be weighed once. Minimum weight is 220 pounds and the maximum weight is 270 pounds. Exhibitors with swine not making the required weight will be given the option of taking their animal home, or placing it in a special weight class. These animals will not be sold through the livestock sale. The exhibitor will be responsible for making a private sale and have the animal removed by Saturday.
14.               STOCKMAN CONTEST: Will be held in the open end of the Hog Barn Sunday 12:00 - 2:00 P.M. 4-H and FFA members may participate in the Stockman Contest provided they are enrolled in the Swine project. The Stockman Contest will contain 5 stations in which 4-H and FFA members can work through and earn points per station. The stations are: Skeletal System, Quality Assurance, Management, Equipment Identification, and Meats Identification.
15.               SHOWMANSHIP CONTEST: 4-H and Vocational members may show an animal in the Showmanship Contest provided it has been carried as a project and is owned by the exhibitor. The Showmanship Contest will be held on Monday, at 9:00 A.M.
16.               COUNTY BRED: The County Bred Class will consist of any market Swine, Gilt or Barrow that Must be born and raised in the County. The Sow must be owned by a person residing in Cambria. The animal must be registered as County Bred animals with the Extension Office by June 15. This is a special class which will follow the traditional 4-H Market Swine Class. The highest two placing animals in each class of the Market Swine Show will be eligible for the County Bred Class. The Champion and Reserve Champion in the Market Show are not eligible for County Bred Champion and Reserve Champion. The next representatives in the Class(es) which produced the Champion and Reserve Champion in the Market Show will be eligible for the County Bred Class. 
17.               GOOD HOUSEKEEPING: SWINE Exhibitors who maintain the most attractive and sanitary exhibits will be eligible for special premiums scored on the following basis of 100 Points.
1.                   Cleanliness of animals                                                   15 Points
2.                   Cleanliness of Bedding                                                  15 Points
3.                   Entry Card and Ribbons Won, Properly Displayed            20 Points
4.                   Keeping Hay and Feed Presentable                                10 Points
5.                   Keeping All Equipment Sanitary and Neat                       10 Points
6.                   Keeping Aisles Clean                                                    15 Points
7.                   Courtesy to People                                                       15 Points
            Inspections will be carried out unannounced. Awards cannot be paid without a name on the stall.
18.        PEN DECORATIONS: Pens must be decorated to be awarded prize money.
